Hacking alarm, foreign policy and darts against the government for not declaring a state of emergency in the north: Defense enters a state of alert due to leaking of emails from the Joint Chiefs of Staff

“Provide intelligence to the Undersecretary of Defense for purposes of primary planning. For all purposes of Law No. 19,974, it will be understood that the Defense Intelligence Directorate, dependent on the National Defense General Staff, will maintain said condition and name in the structure for the Joint General Staff established in this law. It is this relevant definition of EMCO that today makes it, precisely, to be in a special state of alert.

It is that the cybernetic attack that it suffered on September 19 brought in the Armed Forces. in a state of utmost concern. So much so that her own Defense Minister Maya Fernández returned from the United States as an emergency -where he accompanied President Gabriel Boric on his official visit to the UN- to convene a meeting of all EMCO representatives at the ministry’s offices.

It is not for less, they comment, both in the government and in the Armed Forces. This is because the international group of hackers called “Guayamaya” managed to steal almost 400,000 emails with their corresponding attachments from the EMCO servers. “We leak military and police systems from Mexico, Peru, Salvador, Chile, Colombia and we deliver this to those who legitimately do what they can with this information”communicated the group when releasing the information.

Given the magnitude of the incident, on Tuesday, September 20, and with Boric already in New York, the Minister of the Interior, Carolina Tohá, took the phone and wrote directly to the President. “I need to talk to you,” he told him to coordinate talking through the Zoom application. There, the current vice president explained what the case was about and that it was necessary to make some urgent determinations.

It is that at a strategic level, in Defense and the Armed Forces. Two things are of concern: the disclosure of budgetary and logistical information that neighboring countries, such as Peru, Bolivia and Argentina, will be able to access (something very important in the military world), and also the intelligence analyzes that are made on the national contingency. The latter could shatter some relations with the Executive, since there is a document where some decisions of the authorities are criticized.

However, until now, the government has not been alerted to highly sensitive information that has been violated. Why the haste in Minister Fernandez’s trip, then? Sources from La Moneda explain that, given the magnitude of the issue, they preferred to prevent and find out firsthand what the emails contain.

In the more than 400 thousand emails there is everything. It is not only about background information that has to do with internal or external security, but there are also press reports, the staff’s birthday calendar, shifts, the food they require, the availability of parking lots and everything that has to do with administrative transactions.

But, there is also the other. For example, and what is worrying in Defense, there are offers to purchase helicopters or the planning of personnel training for 2023, which is classified as “sensitive” information on geopolitical issues, it is understood that these data can be used by potential foreign enemies.

The same resentments generate the intelligence analyzes that are made on certain topics. One of them is from April of this year, titled: “Neighborhood Strategic Political Situation”, where the economic, political and defense situation of Peru, Argentina and Bolivia is analyzed.

It is about the latter where the most negative assessment is. “Lhe Chile-Bolivia relations remain in a state of distancing and political mistrust, especially in a closing stage of the judicial process that was raised in The Hague regarding the maritime claim, to which is added that for the waters of the Silala and, eventually, in relation to the Lauca River, ”says the text.

The other sensitive report is related to EMCO’s assessment of the government’s decision not to extend the state of emergency in the North Macrozone. In a report dated April 13, it is stated that “it is necessary to establish the scenarios that could be presented:”Increase in attempts by irregular immigrants to enter Chile through unauthorized stepsthe vast majority of whom would be sighted by military personnel assigned to the border, who would report the situation to the police, who would not have the capacity to control and prevent the entry of significant numbers of people, being overwhelmed in their efforts “, He says.

In addition, it is added that “in addition, organized human trafficking gangs would violate the physical barriers installed on the borderenabling the massive crossing of people, both on foot and in motorized vehicles, which would not be possible to control by the mixed forces located on the international political border with Peru and Bolivia, directly impacting the towns closest to the border, in particular the communes of Arica, Colchane, Huara and Iquique, as in the final destinations of the migrants, in the central zone of the country”.

The report also warns about the eventual “collapse and inability of the police to control and contain massive flows of illegal immigrants, entering Chilean territory through various steps successively and permanently, an opportunity that would allow transnational criminal organizations to enter.”

The analysis of the contingency is something habitual in the EMCO, for the same reason, on May 12, when the journalist Francisca Sandoval died, it was recommended to the military officials “all movements in civilian clothes, avoiding carrying elements that could associate them with FAs (identification, backpacks, hats, sweatshirts, patches, etc.)”.

It was a presentation on the “Intelligence situation from August 2 to 8, 2021” that gave the first warning that the Joint Chiefs of Staff could be the object of possible cyber attacks.

The document states that “derived from the constant attacks carried out by hacktivist groups on our technological infrastructures, it is necessary to continue with constant monitoring of our platforms, carrying out preventive work on our perimeter. Finally, it is estimated that multiple malicious actors will maintain and strengthen their techniques, tactics and procedures in cyberspace, the methods and their attack vectors being more usual and sophisticated.

18 alarms related to email detection were detected phishing, 13 alarms referring to scanning of ports to the infrastructure and 18 alarms of external threats to the EMCO.

That is why it was suggested to all departments to increase the monitoring of external and internal links, take monitoring measures on corporate and personal email platforms, and not open emails or messages of dubious origin, among other recommendations. In the government they found out about this warning and admitted that there was a mistake, because it was not possible to deactivate an attack that was already evident.

Another of the situations that cause concern with this leak is the analysis of Intelligence, regarding the situation in the South Macrozone. The Armed Forces They have been deployed between Biobío and La Araucanía since May with the new government authoritiesbut they had already fulfilled this function between October and March with the administration of Sebastián Piñera.

That is why on April 13 they had a finished analysis of what was happening in the area. This is evidenced in one of these Intelligence analyses, where they state that “in relation to the use of FA troops in the MZS, experience establishes that a threat is present. There are organized groups that perpetrate criminal and terrorist actionswhich have forceful firepower, generating a latent risk to those in charge of the security of the regions, so under the principle of caring for people it is important to provide protective equipment to all the troops who were to be used in this type of tasks in the future”.

In the document they warn that “in addition to people, it is also important to provide protection for vehicleswhich have been a permanent target during the commission of criminal acts, especially in those personnel transport vehicles, which must have the necessary safeguards to operate in defensive tasks”.

The leaked emails cover communications ranging from 2012 to May 2022, which has EMCO officials reviewing each of the stolen conversations.
